Serbian police in the southern city of Nis arrested a 24-year-old villager on suspicion that he was creating devices that could steal electricity.
Dalibor Gmitrovic of the village of Ravni Do close to Nis marketed his product on his Web site four types of gadgets that could make electric meters show less consumption, Serbia's RTS radio-television reported.
Gmitrovic allegedly was selling the devices, which he said were only for experimental purposes, for between $100 and $330.
After charges were filed Tuesday he was released pending a court hearing.
Police said they are trying to determine how many of the electric meter-slowing devices were sold.
